The murderer never personally met the family though does vaguely know their oldest daughter (the protagonist). And the fire-starter has started other fires before and likely has killed other people before too.

So it's two different people? Did they have the same reasons for trying to kill the family? And has the murderer killed people before?

No, it's the same person. The murderer can control fire, and so she uses it to burn down buildings and kill people.
